Former Energy Minister Prof. Aaron Mike Ocquaye has refuted flatly, allegations leveled against him by deputy energy minister Alhaji Inusah Fuseini that he is blamable for the abrogation of the contract between the government of Ghana and ISOTOFON SA of Spain. Prof. Mike Ocquaye says a notice was brought to his attention by the Chief of Staff that a change in the Spanish government at the time necessitated that action of government of the NPP changing its position in dealing with ISOTOFON SA. Deputy Energy Minister Inusah Fuseini on Thursday accused a former minister of the NPP administration of terminating the processes leading to the award of the contract to ISOFOTON SA. Speaking at a news conference organized to throw more light on the ensuing judgment debt awarded to the Spanish company, ISOFOTON SA who were contracted by the Ministry of Food and Agriculture and also the Ministry of Energy to supply and install solar powered water pumping irrigation systems and solar electrification project in remote areas of the country, under the second Ghana-Spanish Financial Protocol. Inusah Fuseini stated that it is about time people took responsibilities for their actions. “It is not just enough to say that judgment debts are being paid, it is important to inquire and explore the reason why judgment debts are being paid. It is becoming too much that when we are confronted with the issue people fail to go and look at the issue why judgment debts are being paid”. Inusah Fuseini said. The Energy Minister concluded that “it is important for the people of Ghana to hold persons whose acts or omissions have given rise to liabilities imposed on the state, responsible”. According to the Deputy Energy Minister, Prof Mike Ocquaye terminated the process on the basis that the Procurement Act had just come into effect. But speaking on Adom TV’s breakfast show “Badwam” program on Multi TV Friday, Prof. Mike Oquaye denied claims by the Deputy Energy Minister and stated that he was not part when the conclusion was made as far as ISOFOTON was concerned. He indicated that at the time the contact issues came up he had been re-appointed to the Communications Ministry and challenged ISOFOTON SA and Alhaji Fuseini to produce the said contract if truly there was a contract.
