A meeting by the board and management of the Driver and Vehicle Licensing Authority to decide on proposal to terminate a contract with printing company Foto- X has ended inconclusively, Joy News has learnt.

The Ministry of Justice and Attorney General directed the DVLA to terminate its contract with Foto-X.

In 2012, the DVLA entered into a ten-year contract with Foto-X to print drivers’ license but questions over the contract sum and other issues have stalled the implementation of the contract.

An investigative report by the Economic and Organised Crime Office cited issues of fraud and is also recommending the termination of the contract.

Joy News' Kwetey Nartey who has been following the story said Thursday's meeting ended inconclusively because there were some legal issues which had to be sorted out first before the contract can be terminated.

He said members of the management and the board had to revert to the Attorney General for further advice.

The Attorney-General minced no words in her demand for the DVLA-FOTO X contract to be cancelled.

Among the issues the A-G is raising is the wrongful collection of monies as reimbursement for consumables which had already been factored in the contract sum of $2.7 million dollars.

There is also the issue about overpayment of FOTO X to the tune of 15 million cedis  in a contract suspected to be fraudulent.

The Attorney General also raised issues about the inflation of the contract sum from $3.6 million dollars to $9.9 million by the consultant without due recourse to Public procurement Act 663,(Act 2003). 

The EOCO report blamed the CEO of Foto-X Dr Ian Kluvitse for altering the amount of money in the contract, an action the office insists is fraudulent.

Meanwhile, the Transport Minister Dzifa Attivor told Joy News' Kwetey Nartey she is yet to receive a copy of the Attorney General’s Department report on the Foto-X contract but added she would act on any recommendation made by the A-G.
