The Electoral Commission (EC) has refuted claims made by the opposition New Patriotic Party (NPP) that its electronic results transmission system lacks transparency.
A statement issued by the Commission and copied Myjoyonline.com says it involved all the political parties including the NPP in the decision to use the electronic system in the transmission of the results, therefore the accusation by the party should be treated with a pinch of salt.
The NPP has expressed its dissatisfaction with moves by the EC to electronically transmit results of the December 7 polls.
NPP Campaign Manager, Peter MacManu, says the EC has failed to invite any of the political parties to attend the demonstration of the system by the five companies shortlisted for the contract.
“First, there is no law which gives the EC the mandate to electronically transmit results. Nothing in the law before Parliament now, C.I. 94, makes mention of it,” he said, adding, the EC should not focus on using the system in the coming election.
But the Commission said on 18th March 2016, Mr. Peter MacManu disclosed at one of the Inter Party Advisory Committee (IPAC) meetings that the Committee was the appropriate forum at which such issues should be discussed and requested the Commission brief the political parties which was done.
Even though Mr Manu’s argument may be genuine, the Commission believes he was a member of the Legal Committee of IPAC and was significantly involved in the drafting of the two important regulations namely the C.I. 91 and C.I. 94 that regulate the registration of voters and the elections.
Mr. MacManu also appeared before the parliamentary committee for Subsidiary Legislation chaired by Hon. Osei Bonsu Amoah, but the Commission wondered why he did not raise those issues.
Nonetheless, the Commission says the results transmitted through the new electronic system would remain provisional.
