Ghana's Gaming Act, 2006 (Act 721), gives the Gaming Commission authority over every form of game of chance in the country, casinos, sports betting, and remote gaming alike. That single piece of law is the entire test that determines whether a platform, including any csgo gambling site marketed to Ghanaian players, operates inside the regulated system or outside it. As of June 2025, roughly 90 operators held a valid licence under that framework, according to industry tracking cited by iGaming Atlas.
What the Gaming Commission actually licenses
Licensing is not a one-time stamp handed out and forgotten. The Commission's mandate covers issuing licences and then supervising the roughly 90-strong pool on an ongoing basis, with enforcement activity expanding into more regions rather than staying concentrated in Accra. Reporting from GBC Ghana Online on the commission's operations in Bekwai shows that expansion is happening in practice, not just on paper.
What changed for players in April 2025
Ghana abolished its 10 per cent tax on player winnings in April 2025, a reform that directly changed the return players saw on licensed platforms. A tax cut on winnings alters the economics of legal play specifically. It has no bearing on unlicensed platforms operating outside Ghana's jurisdiction, since those platforms were never collecting or remitting that tax in the first place. The reform widens the practical gap between the licensed pool of roughly 90 operators and everything sitting outside that number.
Why youth gambling numbers matter to this specific question
A Statista survey found that 70.68 per cent of Ghanaian youth had gambled in some form, the fourth-highest rate recorded across Africa, behind Kenya, Nigeria, and South Africa. The minimum legal age under Ghanaian law is 18, and that age floor applies identically whether a platform is licensed or not. A licence does not change whether the rule exists. It changes whether anyone is actually positioned to check that the rule gets followed on a given platform.
What the licensing question means for a specific platform
Ghana blocks the IP addresses of offshore operators that skip its licensing process entirely, which means a platform being reachable from a Ghanaian connection is not itself proof that the platform sits inside the regulated system. Some categories, skin-based wagering tied to games rather than sports fixtures among them, fall into a grey area the Gaming Act did not anticipate when it was written in 2006, decades before that kind of platform existed. The one-word test still holds regardless: licensed or not. A player checking a new platform gains more from confirming its status on the Gaming Commission's own register than from any other single piece of information the platform's own marketing provides.
