The former District Chief Executive for Garu-Tempane in the erstwhile Kufuor administration,Emmanuel Asigri says the supposed $400million quoted by the media as funding the proposed free Senior High School (SHS) education policy by their flag-bearer, Nana Addo Dankwa Akufo-Addo did not emanate from the party. Falling short to provide the correct figure for the policy, Asigri said the media would not stampede the New Patriotic Party (NPP) into taken any hasty decision about the actual cost of the flagship education policy. The free SHS policy is reported to cost about 150 million dollars in its first year of implementation and rise to about 400 million dollars over a four year period. The figures emanated after the NPP flag-bearer's failed to provide a clear cut strategy on how the party intends to fund the proposed educational policy when voted into power during an interview with Stephen Sackur, host of BBC’s HARDTALK. This raised eye brows about the feasibility of the free SHS policy. Nana Akufo-Addo in a spontaneous reply to Stephen Sackur's question said the figures have been costed by his party but would prefer to tell the people of Ghanaians directly since they are the beneficiaries. But the ruling National Democratic Congress (NDC) said the free SHS policy is one of the utopian promises of the NPP in their desperate attempt to win power at all cost in December. Policy think tank, Imani Ghana have also questioned the practicability of the free SHS policy and has demanded the NPP clearly state its source of funding for the policy. Commenting on the issue on Asempa FM's Ekosii Sen programme Monday, Emmanuel Asigri said the issue should not be about figures but rather the ability of an Akufo-Addo-led government to make the free SHS policy achievable when voted into power. He noted the educational sector was a priority of the NPP, hence all strategies for the smooth implementation of the policy had been clearly outlined in the party's manifesto. Notwithstanding,the former Garu-Tempane DCE said all the criticisms and suggestions from government and policy think tanks about the educational policy have been taken in good faith but he remained optimistic that the free SHS policy would come into fruition. Emmanuel Asigri urged all well meaning Ghanaians to use the track record of the erstwhile Kufuor government under which a lot of social intervention programmes were introduced to judge their ability to deliver on the free SHS promise. The National Youth Organizer of the People's National Convention (PNC), Abu Ramadan, said NDC has no moral right to demand figures from the NPP on its free SHS policy since they have failed on their unattainable one-time premium of the National Health Insurance Scheme (NHIS). He was convinced the free SHS policy by the NPP was feasible, citing countries like Finland and Unganda which does not have the many resources available like in Ghana and yet have been able to implement free education. "NDC should spare us the noise; they have no moral authority to question anybody on implementation strategy with regards to policy.NDC in government should tell us what they want to do for Ghanaians in the next four year".
