The Chief Executive Bureau of ECOWAS Brown Card Insurance Scheme, Mr Patrick K. Agyekum, has urged Police MTTD Officers to include sketches in their reports for ECOWAS Brown Card cases to ensure that the issue of liability is not in doubt.
Mr Agyekum, who is also General Secretary of the Ghana National, said for a number of cases, foreign insurers, through their Issuing Bureaux have refused to accept liability because the Police reports were not accompanied by sketches of the motor accidents and were mostly resolved after the sketches had been obtained from the MTTD.
Mr Agyekum made this call at Tamale and Bolga when he made presentations to over 100 Police MTTD officers who participated in the ECOWAS Brown Card sensitisation training programme at Tamale and Bolga on September 7, and September 10, 2018, respectively.
The ECOWAS Brown Card essentially is a territorial extension of the local insurance cover. This implies that the Brown Card motor certificate cannot stand alone or should not be issued in isolation of an underlying local motor insurance cover or policy.
The Police officers were shown copies of the Brown Cards currently in use in the sub-region, as well as how to identify genuine Brown Card certificates, as depicted by the embedded security features, from fake ones.
In his remarks, Chief Superintendent Yahaya Muchiraru, MTTD Commander in Tamale division noted that the training session was timely since the ECOWAS Brown Card has become a major issue along the corridor, due to the peculiar difficulties and challenges associated with the ECOWAS Brown Card.
He added that it was a privilege for him and his officers to be part of the training session in Tamale, which was the 4th destination of the training programmes along the Tema-Paga road corridor.
He appealed that the training and education should not only be limited to the MTTD but extended to the other Police teams along the corridor, especially, the Highway Patrol teams.
