There is an air of resignation about the signing of the Economic Partnership Agreement (EPA) here in Ghana. A certain hapless, helpless gaze into an inevitable end.
Just think about it? When was the last time we faced such a state of 'Ghana-can-do-nothing-through-Europe-who-weakens-us'?
When Ghana went HIPC? Naaa. The opposition then -the National Democratic Congress kicked against it. I'm not sure what the current opposition is kicking against right now.
In 1844 the British signed a political agreement with a confederation of Fante states. Known as the Bond of 1844, the agreement extended British protection to the signatory states and gave Britain a defining hold in the Gold Coast.
Remember how in our social studies class, teachers ridiculed how dumb some chiefs were in signing the bond of 1844?
Naive chiefs, you would think. Well, guess what? After 170 years since that deal - the joke is now on us. Who is smarter, the so-called uneducated chiefs or the current crop of Ghanaian leaders?
Ghana is set to sign the EPA which critics point out, will open up Ghana's market to a ceaseless flood of foreign goods.
At least these Fante chiefs signed to get European protection from arch-rival tribal invasions. We are signing ours to remove national protection from arch-rival European invasion.
And I don't think, Europe invading your market is anybody's idea of progress - maybe except ex-president Kufuor and yeah - our ECOWAS President Mahama.
'Ghanaians don't really care about where they get their milk from, they just want to have milk', former president Kufuor once said. Now check that mentality out. It outclasses the chiefs in 1844.
And Mahama can kiss his I-patronise-Made-In-Ghana list goodbye anyway while he lives in his Made-in-China Flagstaff house.
So what do we have here.
We have a Made-in-Ghana presidency, a Made-in-Ghana Cabinet and Made-in-Ghana parliament who have ensured that under their tenure, nothing else should be Made-in-Ghana - except their positions.
We have had 2 Oxford-educated presidents, a Moscow-trained president and an experienced 'revolutionist' at Ridge whose revolution, after all is said and done, was quite similar to trying my grandmother's rocking chair - a glorious chance to turn the country around South Korea style was wasted.
And we all thought the Fante chiefs were illiterate.
So the Minister for Information Mahama Ayariga, wears a white dress, checks himself in the mirror to be sure it's white and walks into Newsfile discussing EPA - not ECOWAS.
And then announces, he is in a good mood hence his white dress and calls on all Ghanaians to celebrate President Mahama's appointment as ECOWAS boss.
The joke is really on us. 1844 Fante Chiefs - we are sorry.
Okay lemme define achievement. No. Lemme define political achievement.
Political achievement is the product of amount of political will exercised and the value of the project or program or proposal intended.
So PA = Amount of Political Will exerted x Value of Project.( PA= APW×VP)
We can all now do the math on Mahama's ECOWAS appointment and indeed all other achievements.
According to Ayariga ON A SCALE OF 1 TO 10, the appointment is APW (8) ×VP(10) = PA=80- That is excellent.
Now ask NAGRAT, GNAT ,GMA, JUSSAG and FUSSAG to do this same math and it will be (3×0.99= 2.97, you make it 3) - Now that's an absolute re-sit we have on our hands.
We can do the same math for the energy crisis, economic management and the work of article 71 office holders too.
Look, if we really wanna talk achievements, it's really not that difficult. We could get every ministry to give us 5 top targets they have 'achieved' in the past 12 months and multiply that with the number of ministries and ministerial portfolios and we will get = 155 'achievements' in a year.
Or we could also calculate achievement, the SADA way.
JOY NEWS Manasseh Azure Awuni has reported that though the 32.4 million Ghana Cedi allocated to Savannah Accelerated Development Authority to implement the afforestation project has been spent, there is not much to show on the ground. The project has rather led to the destruction of the vegetation of project sites.
According to the former boss of the Savanna Accelerated Development Agency, Gilbert Iddi, once the trees have been planted, something has been achieved though nothing is growing.
"The focus was plant trees, create employment so number one has employment been created, number two has the trees been planted. These are to two focal issues that should be used to determine the achievement or otherwise"
Now is that what we really wanna celebrate? A lot of heat but little light?
Stripped of intricate analysis, development is a matter of adding adjectives to three things.
Henry Ford, founder of Ford, the giant automobile company gives out these things;
"The foundations of society are the men and means to grow things, to make things, and to carry things" meaning development is about agriculture, manufacture and transportation."
So basically, development means adding adjectives to agriculture, manufacture and transportation - so for example - good agriculture, better agriculture, best agriculture.
So when you have someone (Europe, foreign investors, etc) doing all this for you, you can kiss 'Yεn are asase ni' anthem goodbye.
So far, Ghana imports 65% of her onions from Niger and Burkina Faso. yes- onions.
Manufacturing sector hit 1.7 percent 'growth'– way-off the targeted 7.0 percent in 2011.
And transportation - a fully loaded bus bound for Circle in Accra, turned back barely 10 minutes into the journey after passengers refused to pay new fares.
President Mahama has called on us - civil society - to provide on alternatives to the EPA.
Brilliant suggestion. But let's expand the suggestion a little wider.
Any alternatives to digging out gold for export ? A gold refinery - we didn't take it.
Any alternatives to importing $500 bags of rice? A rice refinery - we didn't make it.
Any alternatives to poverty reduction? Quality education - we are not taking it.
Any alternatives to exporting oil and burning gas ? An Oil refinery and a gas pipeline - eerrrh...the newspapers report, government will take it but hey that's just the papers.
So any alternatives to a Ghanaian president? - yeah an IMF boss. We really should take this.
Bottomline: We are left with very little choice about signing the EPA because we spurned the bigger choices about owning our development.
So yeah Mr. President, go sign the EPA. Let's get ready for a European invasion of finished goods - including T-rolls.
Because guess who will be selling them? - hawkers.
So get ready - your Millennium city will soon be filled with teenagers, desperate vendors scurrying around in the streets and traffic trying to make a living out of your EPA signature.
Get ready Accra Metropolitan Assembly (AMA), you will be needing a fleet of taskforce to drive out the work of our own hands -hawkers. They are the ones who will sell your EPA products.
And Ghanaians, get ready, dust off your voter ID cards, we have an EPA government to drive out too.
