A critical grassroots dialogue on Ghana's Affirmative Action (Gender Equality) Bill is gaining momentum across Ghana, aiming to address the longstanding under-representation of women in decision-making positions.
Despite efforts to democratize and ensure equality, systemic barriers continue to marginalize women, especially in leadership roles.
Background and current landscape
Ghana's local government system was designed to promote democratization and equality, aligning with global trends and the United Nations' recommendations. However, the representation of women in local government and national decision-making bodies remains significantly below the recommended minimum of 30%.
In the 2023 local government elections, women's representation was a mere 7%, while the 2020 parliamentary elections saw only 40 women elected out of 275 members, representing 13.8%.
This contrasts sharply with other African nations like Rwanda and South Africa, which have made significant strides in women's representation through affirmative action policies.
Despite constitutional provisions supporting affirmative action, the Affirmative Action (Gender Equality) Bill has languished for over a decade without becoming law, until Tuesday, July 30, 2024, when it was passed by Ghana's Parliament awaiting presidential assent.

The Grassroots Initiative
The Women's Voice in Leadership (WVL), in partnership with Eclectic Love and WiLDAF and the Affirmative Action Bill Coalition, is spearheading a grassroots advocacy campaign for the Affirmative Action (Gender Equality) Bill.
Supported by Global Affairs Canada, this initiative seeks to mobilize support at the grassroots level, ensuring widespread awareness and backing for the bill.
Objectives and expected outcomes
The dialogue aims to:
- Intensify advocacy for the timely passage of the bill
- Increase public and stakeholder awareness of the bill's importance and benefits
- Gather valuable input from grassroots stakeholders
- Solidify commitments from key community leaders and organizations
With the Bill having received Cabinet approval in September 2023 and currently under Parliamentary consideration, the grassroots dialogue is a timely push to address any remaining obstacles.
Participation and Engagement
The forum engaged 50 participants, including community leaders, local government officials, women's groups, and civil society organizations.
This inclusive approach aims to capture diverse perspectives and promote a collective commitment to gender equality.
The way forward
As the dialogue progresses, it is expected to enhance public understanding of the bill and its benefits, engage key stakeholders actively, and secure commitments from grassroots influencers. This initiative is crucial for addressing gender disparities in Ghana and ensuring that women have a meaningful role in national development.

The grassroots dialogue on the Affirmative Action (Gender Equality) Bill represents a pivotal step towards gender equality in Ghana. By mobilizing support from the ground up, the initiative seeks to overcome systemic barriers and ensure the bill's implementation, fostering a more inclusive and equitable society.
