The Dean of Business and Communication at Academic City University College, Prof Enoch Opoku Antwi has called for accountability in government project management.
He specifically called for jail terms against governments that abandon projects initiated by previous administrations.
"If found guilty, they must get a jail sentence and a hefty fine as well," he said.
Prof Antwi made these remarks as keynote speaker at the George Ayittey Memorial Lectures organized by the Africa Centre for Entrepreneurship and Youth Empowerment, ACEYE in Accra.

Speaking on the theme 'Policy Consistency versus Political Change', he expressed worry at the economic losses suffered by citizens because of the failure of governments to continue developments started by previous administrations and has charged Parliament to revise the constitution to punish offenders.
Prof Opoku-Antwi also advocated for Ghana to establish research and development hubs to drive informed policy-making and boost efficiency in development.
He pointed to Italy's successful implementation of this model, where community and national needs are prioritized, and students are empowered to conduct research and develop solutions.
"It is funded, it creates employment and then investors also come and help in that direction,” he added.
