The Deputy Chair of the Public Accounts Committee (PAC) Kweku Agyemang Manu said they may invoke the powers of court to force business man Alfred Woyome to appear before it. Alfred Woyome standing trial for fraudulently causing financial loss to the state in some 51 million cedis judgement debt payment declined the invitation by the Public Accounts Committee of Parliament to assist in investigation into the payment of judgement debts. Woyome through his lawyers told the committee he was engaged in series of court suits on the same matter and would rather concentrate his energies on settling the matter at the court. Kweku Agyemang Manu in an interview with Joy News’ Dzifa Bampoh confirmed they have received the letter from Woyome but are yet to take a firm decision on it. He said the Committee is likely to do one of two things-allow the case to die a natural death or force the business man to appear before it. He said it will be premature for him to prejudge what the committee will do for now. He was however unequivocal that Parliament could still go ahead to subpoena Alfred Woyome to appear before it irrespective of the many court suits he claimed to be part of. Agyemang Manu said it will be good for the lawyers of Woyome to test the position of the law with regards to the powers of Parliament to subpoena an individual, especially when that individual is before a court. He stated that PAC will sit to take a decision on the matter. But senior law lecturer at the Ghana Institute of Management and Public Administration (GIMPA) Kofi Abotsi said Parliament can defer to the court on the particular case involving Alfred Agbesie Woyome. He described as “analogous” the portion of the constitution that gives powers to the Public Accounts Committee to subpoena individuals before it, saying it is not one of the general powers. He agreed in part with the deputy chair of the PAC for the issue to be tested at the court to bring more clarity.
