Finance Minister Dr. Cassiel Ato Forson has revealed that the Audit Service recovered GH¢14.95 million in unearned salaries, allowances, and other financial irregularities during 2025.
Presenting the 2026 Budget in Parliament on Thursday, Dr. Forson said," In 2025, the Audit Service continued to play its vital role in promoting fiscal discipline and accountability across public institutions. Through its nationwide audits, the Service recovered GH¢14.95 million in unearned salaries, allowances, and other financial irregularities.
Out of this amount, he noted that "GH¢13 million was transferred directly into the Consolidated Fund", a move the minister said has strengthened government’s fiscal position and reinforced public confidence in Ghana’s financial oversight systems.
The Finance Minister added that the Audit Service submitted 15 Auditor-General’s Reports for the 2024 financial year to Parliament, meeting the constitutional deadline of June 30, 2025.
He further noted that the Service completed 5,557 audits across Ministries, Departments and Agencies (MDAs), Metropolitan, Municipal and District Assemblies (MMDAs), educational institutions, public boards, traditional councils, and donor-funded projects — representing 79.8% of its annual audit target.
Dr. Forson said these achievements reflect improved operational efficiency within the Audit Service and demonstrate government’s ongoing commitment to transparency, accountability, and prudent public financial management.
