Ghanaian epidemiologist and medical scientist Valentine Golden Ghanem is advocating for a data-driven rethinking of Ghana’s National Health Insurance Scheme, following the publication of his peer-reviewed analysis in the Cureus Medical Journal.
The study identifies persistent regional and rural exclusion patterns, particularly in northern districts, and challenges the effectiveness of uniform national enrolment strategies. According to Ghanem, health insurance reform must be informed by localised evidence rather than national averages.
His research positions geospatial intelligence and machine learning as essential tools for achieving universal health coverage, arguing that without spatially informed policy design, structural inequities will continue to undermine access to care.
Academic Profile and Research Portfolio

Valentine Golden Ghanem’s scholarly work spans health systems research, infectious disease surveillance, HIV incidence forecasting, and health economics, with a methodological emphasis on explainable machine learning and spatial analysis.
Ghanem currently serves as Principal Biomedical Scientist at the Cocoa Clinic under Ghana COCOBOD, where he has accumulated over a decade of experience in laboratory medicine, diagnostics, and health service administration.
He holds dual postgraduate degrees in MSc in Public Health from the University of Suffolk and MSc in Data Science from the University of East London.
He is currently undertaking an LLM in International Law at Liverpool John Moores University, focusing on global health law, human rights, and regulatory frameworks governing public health interventions.
This interdisciplinary academic profile supports his broader advocacy for ethically grounded, legally compliant, and data-driven health policy reform.
