Embargoes have been placed on salaries of some new recruits of St. Dominic Hospital at Akwatia in the Eastern region.
This followed the wrongful payments of some salary arrears to some staff of hospital by the Accountant General's Department.
The hospital allegedly backdated the salaries of the 15 recruits at least eight months ahead of the date they began working.
The newly recruited staff were expected to start work on 1st January 2015 but Joy News checks reveal they started work in September and November 2015.
The controller and Accountant General had been paying the arrears to workers although they had not begun working.
Some of the staff received some GHC15,000 even before they officially started working at the hospital.
According to one of the recruits, the paperwork on their appointment details was done on their blind side.

He said the accounts’ department of the hospital reprocessed their documents when the Controller started payment of their salaries and the arrears they had not worked for.
'I got a letter from the head of the accounts to refund the money but I refused and since then my account has been blocked,' one of the newly recruits told Joy News' Kwetey Nartey.
Head of Finance at the Hospital, Yaw Opoku Agyei said the placement of the embargo became necessary after the recruits refused to pay back the monies.
Joy News checks reveal some of the affected staff have refunded the monies for the backdated months into the hospitals' account.
The Public Relations Officer of Controller and Accountant General’s Department, Robert Cudjoe said an investigation will be launched into the matter.
"Anybody found culpable will be brought to book because a lot of money is going waste in this country and we cannot sit down to let it continue," Robert Cudjoe asserted.
