Documents available to Joy News suggest the corrupt managers have banks and top government officials as collaborators who are bent on shielding them from prosecution even after they are indicted through official investigations. The National Youth Employment Programme was initiated to help deal with the overwhelming unemployment situation in the country. But is this goal being achieved?
