The Ghana National Education Campaign Coalition (GNECC) has called for realistic data on children who are not in school to enable policy adequately plan for them.
It said sometimes education authorities, statisticians and research organizations provided figures, which were at variance to the reality on the ground.
Members of the coalition who were planning the "Global Action Week 2007" said, "all children, young people and adults have the human right to benefit from education that would meet basic learning needs, ensuring that by 2015 all children have access to and complete free and compulsory primary education of god quality."
The theme for this year's Global Action Week is "Join Up for Educations Rights Now".
Leading the discussion, Michael Ansa, (rpt) Ansa National Coordinator of the coalition said time was running out for the achievement of the objectives of education for all as a human right objective.
"Too many governments have been pressurized to make choices between investing in one part for Education For All (EFA) over another. But education rights cannot be traded off against one another.
“A right based approach means we need to look at the EFA goals holistically or as a team rather than taking any one them separately," he said.
