Joyce Bawah Mogtari, special aide to President John Mahama, has dismissed suggestions that every ministry requires a dedicated minister to head it.
According to her, President Mahama’s commitment to governing with only 60 ministers, as promised, remains firm and achievable.
Speaking on JoyNews' Newsfile on Saturday, January 11, Joyce Bawah stated that the reduction of ministries from 30 to 23 by the President demonstrates his dedication to resetting the nation and revitalising the economy.
She expressed that concerns or doubts about the President’s ability to adhere to his promise are unwarranted.
Instead, Ghanaians should allow him to lead and implement his vision as outlined.
“I love the fact that we just received this constitutional instrument, drastically reducing the amorphous size of government from 30 ministries to 23.
“There is a clear commitment to doing things differently—a very clear commitment. He has just told us that he has reduced the number of ministries from 30 to 23. There are some ministries that do not need deputies. Not every ministry needs a minister,” she stated.
Her remarks follow the issuance of an Executive Instrument by President Mahama to restructure and establish new ministries within the Civil Service.
The Civil Service (Ministries) Instrument, 2025, signed on January 9, 2025, under the authority of Section 11(3) of the Civil Service Act, 1993 (P.N.D.C.L. 327), outlines the establishment of 23 ministries.
This marks a significant reduction from the previous 30 and reflects the administration's focus on sustainability, innovation, and youth empowerment.
