The Director General of Morocco’s National Security and Territorial Surveillance, Abdellatif Hammouchi, and the Director General of the French National Police, Louis Laugier, on Tuesday signed a Joint Action Plan to strengthen bilateral security cooperation.
The agreement was formalised during a meeting held in Rabat, attended by the French Ambassador to Morocco and a high-level delegation from the French National Police, according to a statement from the DGSN-DGST cluster.
The Joint Action Plan sets out a shared roadmap for tackling cross-border organised crime and institutionalises longstanding cooperation between Moroccan and French police services.
It aims to expand joint efforts in areas such as tracking fugitives, combating transnational crime, and enhancing intelligence sharing.
This partnership is part of Laugier’s official visit to Morocco, which seeks to deepen collaboration and boost mutual assistance mechanisms across various aspects of police work.
The plan also includes the creation of joint working groups to address emerging security threats and to develop operational strategies.
The agreement paves the way for new opportunities in training, information exchange, technical support, and coordinated operations, reflecting the strategic and enduring partnership between the two countries.
Louis Laugier expressed his appreciation for Morocco’s vital role in enhancing French national security, particularly in the fight against terrorism, the arrest of individuals wanted by the French justice system, and ensuring safety ahead of the Paris Olympic Games.
He also reaffirmed France’s commitment to supporting Moroccan police efforts in preparing for upcoming international sporting events hosted by Morocco.
During the visit, French Ambassador Christophe Lecourtier presented Abdellatif Hammouchi with the insignia of Officer of the Legion of Honour—France’s highest state decoration.
This honour, awarded in accordance with French protocol, recognises Hammouchi’s leadership in the global fight against terrorism and organised crime, and symbolises the strength of bilateral security cooperation.
Hammouchi and Laugier also held detailed discussions on the current state of security cooperation, key areas of shared concern, and new frameworks for reinforcing operational preparedness against evolving threats.
The visit highlights the deep ties between Morocco’s and France’s law enforcement agencies and underlines both countries’ commitment to maintaining a high level of readiness in response to shared security challenges.
