The Minister for Transport, Mr Joseph Bukari Nikpe, has inaugurated new boards for the Driver and Vehicle Licensing Authority (DVLA) and the National Road Safety Authority (NRSA), charging them to prioritise road safety compliance and technological innovation in transport regulation.
Speaking during the inauguration ceremony in Accra on Thursday, Mr Nikpe urged the boards to take decisive steps to tackle road traffic indiscipline, which he said remains a major contributor to accidents and fatalities across the country.
“The provisional figures for the first half of the year are very alarming, and without prompt action, the situation could worsen,” he warned. “As board members, and through your wise counsel, the Authorities are better positioned both financially and technically to address this pressing issue.”
He added: “I therefore urge you to work closely with Management to help reduce fatalities on our roads.”

The newly inaugurated DVLA board is chaired by Mr George Spencer Quaye. Its members are:

Mr Nikpe highlighted that the NRSA’s powers had been significantly enhanced by the passage of the National Road Safety Authority Act, 2019 (Act 993) and its accompanying Regulations (L.I. 2468). These laws now empower the Authority to ensure compliance with road safety measures beyond its traditional educational role.
He further advised the DVLA board to embrace new technologies that respond to emerging trends in transport and called for an expansion of the authority’s 24-hour operations across all offices nationwide.
The Minister cautioned members of both boards against overstepping into the day-to-day management of the institutions, urging them to focus on strategic oversight in line with their mandates.
“It is my expectation that the board and management will work together as a team to achieve the goals and mission of the Authority,” he said.
Both chairpersons pledged to work collaboratively with management to achieve the institutions’ goals. Mr Yaadang, Board Chair of the NRSA, said: “We’ll strive to make decisions that are in the best interest of the Authority and uphold the highest standards of integrity and accountability.
Mr Quaye, DVLA Board Chair, promised to “foster innovation, enhance transparency and deliver exemplary service to the public.”
Mr Nikpe assured the boards of the Ministry’s full support in fulfilling their duties.
