The Convention People’s Party CPP has welcome the setting up of a commission to review and recommend to the nation aspects of the 1992 constitution that need to be amended.
A statement by William Dowokpor, Chairman of the Communications Committee of the CPP said the move by the President to set up the commission was commendable and timely, since the process could be long and costly. He said in due course, the CPP would make formal representation to the Commission on aspects of the constitution that the party believes need to be amended.
Touching on the cost of the review exercise, William Dowokpor said the Commission could save the country a lot of money if it adopted innovative ways within the dictates of the constitution in addition to the traditional constitutional review process.
“I will recommend for instance that the Commission spends a substantial part of the consultative expenditure on validating reports that credible civil society and governance institutions have already compiled on the need for constitutional review in Ghana” he said.
He mentioned successive African Peer Review Mechanism (APRM) reports, as well as the Institute of Economic Affairs (IEA), Institute of Democratic Governance (IDEG), Centre For Democratic Development (CDD), Centre for Economic Policy Analysis (CEPA), Institute of statistical Social and Economic Research (ISSER) among others, as think tanks whose works could be validated and relied on by the commission, if it wanted to save the nation money, without compromising the integrity of the process.
“The APRM reports for instance, contain views of citizens in every corner of this country on how the nation should be governed in the areas of democracy and good political governance, economic management, corporate governance and socio-economic development. The aspirations of the people are contained in these reports. What we can do is to validate them where the current constitution itself allows, instead of duplicating what has already been done” he said.
