Cambridge Researcher, Oliver Barker-Vormawor says the failure of the Auditor-General to surcharge and disallow misapplications and misappropriation of funds in the 2020 report, makes the document seem casually prepared, at best.
Oliver Barker-Vormawor said this in reaction to the praises heaped on the Acting Auditor General, Johnson Akuamoah Asiedu, by President Akufo-Addo during a meeting with the Ghana National Anti-Corruption Coalition members at the Jubilee House.
The President is reported to have said that, "Mr Asiedu has achieved feats that were not attained by, “even the most touted Auditor General before him never managed to do it [12 statutory reports placed before Parliament in a year], and this one has done it.
According to Oliver Barker-Vormawor, "If we say these things and we fail to put in context that, throughout 30 years of our democracy, the only attempt of a surcharge has come under Domelovo. And we know immediately connected to that, what happened, it does not surprise me that the Auditor General, who has been held in an acting position for whatever reason, is now being lauded for a report that is perfunctory at best."
Speaking on Joy News' Newsfile Saturday, August 21, Oliver Barker-Vormawor queried why the Auditor General did not surcharge government officials and disallow misappropriation of funds.
“One of the things I find quite fascinating is definitely also around who the Auditor General thinks has the responsibility to surcharge and disallow?" he asked.
Oliver Barker-Vormawor indicated that President, Akufo-Addo's lauding of the Auditor-General for the perfunctory work against the former Auditor-General, Yao Domelevo, is not the best, “[An Auditor who] doesn’t really set a roadmap of how we deal with rot is being talked about as being better than, or whatever phrases we have used in this regard," he said.
