Executive Director at the Ghana Integrity Initiative (GII) has disclosed that of all corruption scandals identified in the country, the 'Contract For Sale' saga was the one that shocked her the most.

Linda Ofori Kwafo said she expected the former Public Procurement Authority (PPA) boss, Adjenim Boateng Adjei to discharge his duties with much competence and expertise.

However, that was not the case.

"When we have very important institutions like the PPA knowing very well that about 70% of government resources go into procurement, you'll only expect that the persons put in charge will be able to handle such matters and will do it with all the expertise, good will, competence, the commitment that it requires.

"So then for us to find the head of such a very big organization in the kind of revelations that came up in the contract for sale documentary, and for CHRAJ to do investigations into the matter and bring out the recommendation that they did," she said on Joy FM's Super Morning Show.

This comes months after the PPA boss was dismissed following a ruling by the Commission for Human Rights and Administrative Justice (CHRAJ) that he was unfit to hold Public Office.

Mr Boateng Adjei was busted in a documentary by investigative journalist, Manasseh Azure Awuni allegedly selling government contracts.

The documentary revealed that a company he co-owned had sold government contracts it won through single-source and restrictive tendering to the highest bidder.

CHRAJ after conducting its investigations established that, “on the totality of the evidence, Mr. Adjenim Boateng Adjei had put himself in a position where his personal interests conflicted with the performance of his functions as CEO and Board Member of the PPA”.

He was subsequently dismissed from office and slapped with a five year ban from holding public office.

Meanwhile, Mr Adjenim Boateng who was displeased about the matter has filed a suit at an Accra High Court to challenge CHRAJ’s decision.

He is also asking the court to revoke the President’s directive.

Mrs Ofori Kwafo further disclosed on the Super Morning Show that President Akufo-Addo's directive for Auditor-General Daniel Domelevo to proceed on an accumulated leave also came to her as a shock.

She said that it was unfortunate for a person who had shown commitment and boldness in doing his work without fear or favour to suffer such fate.

"I asked myself if there was any need for someone to actually be committed to the fight against corruption at all.

"And the fact that CSOs put ourselves together and defend the right thing and demand from government to do the right thing, I can say we were actually though on government," she added.
