The Secretary-General of the ECOWAS Brown Card Insurance Scheme, Mr Winfred Kwasi Dodzih, was among five distinguished industry leaders recognised by the Faculty of Accounting and Finance (FAF) at the University of Professional Studies, Accra (UPSA), during the inaugural FAF Eminent Achievement Award held on November 13, 2025.
The awards celebrate individuals who have made significant contributions to Ghana’s financial and business landscape while exemplifying leadership, innovation, and professional excellence. Other honourees included Chief Alhassan Andani, Founder of LVSafrica Limited and former CEO of Stanbic Bank Ghana; Frank Adu Jnr, former Managing Director of CalBank; and Dr Edward Effah, Chairman of Fidelity Bank Ghana.
The initiative aims to bridge the gap between academia and industry through dialogue, mentorship, and collaboration. Dean of the Faculty, Prof. Isaac Boadi, stated:
“These honorees have not only built successful careers but have also contributed immensely to the development of Ghana’s financial sector and inspired younger professionals.”
A UPSA official noted that the selection of honourees was based on long-standing service of at least 20 years, peer recognition, and alignment with UPSA’s values of scholarship and professionalism. The Faculty added that the award will become an annual event to honour individuals who demonstrate a sustained record of excellence and contribute measurably to Ghana’s economic progress.

About Winfred Kwasi Dodzih
An astute Ghanaian insurance practitioner, Mr Dodzih, was appointed Secretary-General of the ECOWAS Brown Card Insurance Scheme in 2016 and has since been reappointed based on his performance. The Scheme, headquartered in Lome, Togo, facilitates free movement across the ECOWAS sub-region and ensures prompt, fair compensation for motor accident victims involving non-citizen motorists.
In an interaction with the Secretary-General, Mr Dodzih reaffirmed his commitment:
“I will continue to work assiduously with fresh ideas and initiatives to make the Scheme one of the strongest in the world.”
He continues to serve in a diplomatic capacity, coordinating affairs of member countries on matters related to the Scheme.
Career and Education
Before his ECOWAS appointment, Mr Dodzih was Head of Technical (Non-Life Insurance) at the Ghana Insurers Association (GIA). He also held positions at SIC Insurance PLC, Phoenix Insurance, and Metropolitan Life Insurance.
He is an Associate of the Chartered Insurance Institute (ACII) of the UK, holds a Diploma and Advanced Diploma in Insurance from the Ghana Insurance College / Malta International Training Centre (MITC), a BSc, Executive MBA, and a Master’s in International Affairs from the University of Ghana’s Legon Centre for International Affairs and Diplomacy (LECIAD), and an International Business Certificate from Temple University and Northeastern University in the USA. He is fluent in French and a full member of the Chartered Institute of Marketing Ghana (CIMG).
About the ECOWAS Brown Card Insurance Scheme
Introduced in 1982, the Scheme facilitates free movement of people, goods, and services across the ECOWAS sub-region and provides a system for settling motor accident claims across member countries.
Ghana was the first Anglophone country to automatically issue the Brown Card to all motor insurance policyholders. The Ghana National Bureau is located at Insurance House, Kanda, Accra.
