The Health Facilities Regulatory Agency (HeFRA) has launched a full-scale investigation into the circumstances surrounding the death of a 29-year-old road traffic accident victim, Charles Amissah, following allegations that he was denied emergency medical care.

In a statement issued on Monday, February 16, HeFRA described the incident as “deeply distressing” and said it is treating the allegations with “utmost seriousness.”

The Agency said its attention had been drawn to claims that there was a delay in Mr Amissah accessing emergency treatment, which allegedly contributed to his death.

HeFRA explained that, as the statutory regulatory body mandated under the Health Institutions and Facilities Act, 2011 (Act 829), it is responsible for ensuring the provision of quality and accessible healthcare services in Ghana.

“As the statutory regulatory body mandated by the Health Institutions and Facilities Act, 2011 (Act 829) to ensure the provision of quality and accessible healthcare in Ghana, the Agency has a responsibility to uphold the highest standards of healthcare provision including emergency response across all health facilities,” the statement said.

According to the Agency, it has “immediately initiated a full-scale investigation into the circumstances surrounding this unfortunate event” and is determined to establish the facts.

HeFRA assured the bereaved family and the general public that the probe would be conducted in a transparent and thorough manner.

“The Agency assures the family of the deceased and the general public that investigations will be thorough and transparent,” it stated.

It added that the findings of the investigation would be communicated to the sector minister once completed.

HeFRA also warned that it would take action if any breaches of regulations are uncovered.

“Meanwhile, HeFRA will not hesitate to sanction any health facility found to have violated any regulatory provision relating to emergency healthcare services,” the statement said.

The Agency extended its condolences to the family of Mr Amissah.

“HeFRA extends its heartfelt condolences to the family of Mr Charles Amissah during this difficult time,” the statement said.
