The Member of Parliament for Manhyia South, Nana Agyei Baffour Awuah, has criticised Speaker of Parliament Alban Bagbin for what he describes as inconsistent and partisan handling of the Kpandai parliamentary re-run issue.
Speaking on Joy Midday News, the MP questioned why the Speaker allowed the Clerk to notify the Electoral Commission (EC) of a vacancy despite a pending motion for stay of execution filed at the court.
According to him, the Speaker’s position contradicts previous practice where legal processes were allowed to conclude before a vacancy was declared in similar cases.
“It’s a clear case of a lack of principle. It’s a clear case of institutional contradiction,” he said. He argued that the only explanation for the Speaker’s stance was “partisanship,” calling the situation “very unfortunate.”
Mr Awuah referenced the case of Assin North MP James Gyakye Quayson, who he said was permitted to remain in Parliament until the Supreme Court delivered its ruling, despite legal processes pending at the time.
He stressed that the current situation mirrors that earlier case, as “there’s also a motion for stay of execution pending,” insisting the Speaker should have applied the same standard.
His comments follow the Parliamentary Service’s formal notification to the EC declaring a vacancy in the Kpandai Constituency after a court ordered a re-run of the 2024 Parliamentary Elections.
The Clerk to Parliament, Ebenezer Ahumah Djietror, issued the letter on December 4, 2025, acting under Article 112(5) of the 1992 Constitution, which mandates the Clerk to inform the EC when a parliamentary seat becomes vacant.
