Professor Godfred Bokpin has urged the government of Ghana and the National Council for Curriculum and Assessment (NaCCA) to apologise to the public following their recent statement on the Senior High School (SHS) teacher manuals.
NaCCA had issued a press release clarifying that no LGBTQ-related content exists within the approved national curriculum.
The statement also emphasised that teacher manuals are supplementary guides and optional for classroom use. This follows a widespread media reportage that NaCCA is promoting same sex marriage and related activities (LGBTQ) in the teaching manual.

However, Prof. Bokpin described the explanation as inadequate, arguing that it failed to address public concerns about the process of developing the manuals and the broader issues surrounding curriculum implementation.
"It is just unfortunate because if you look at the statement released by the government officials, clearly they should have just admitted and apologised, it couldn't have just been an error, there should be a new consistency between the approved curriculum and the manual to guide teachers," he said while discussing the issue on Joy FM's Super Morning Show on Wednesday, January 14.
He further called for greater stakeholder engagement and clarity in the development and dissemination of educational materials to avoid misunderstandings in the future.
The National Council for Curriculum and Assessment, in its press release dated 13th January, 2026, noted that the definition of “Gender Identity” contained within the Year 2 Physical Education and Health (Elective) Teacher Manual was not reflective of Ghanaian culture, norms, and values, emphasising that the national curriculum itself contains no such content.

Prof. Bokpin’s appeal adds to the growing public debate over educational content in the country and the communication of curriculum policies to teachers, parents, and students.
