Finance Minister Seth  Terkper is set to present  the 2015 Budget Statement and Economic Policy to Parliament this Wednesday, November 19, 2014.

This was after the leadership of Parliament agreed on that date instead of an initial November 20 proposed date.

Analysts say current discussions with  the International Monetary Fund (IMF) -- which is nearing a close -- would influence  the focus of the budget.  

Deputy Finance, Mona Quartey, has confirmed the on-going negotiations with the IMF would influence the budget especially with respect to programmes to check budget overruns.

"The measures that we are going to take in the [2015] budget would reflect in the plan that the three-year programme that we would get [from the IMF]", she reiterated.

The Finance Minister is expected to outline policies to contain Ghana's rising budget deficit, stimulate  growth in face of current economy difficulties and also come up measures to check the persistent increase in  the general price levels of goods and services for next year.

Government in the 2014 budget statement announced that it was going spend about 26  billion Ghana cedis but spent about  34 billion Ghana cedis, resulting in a budget deficit of almost 8 billion Ghana cedis.

One of the measures that the Finance Minister is likely to announce in next year's budget is how it grants exemptions to businesses.

This is because with the current challenges that the Ghana economy is  going through,  there is pressure on government from development partners to review these exemptions. in order to improve revenue mobilisation for projects and meet government's operations.  

This could see  tax holidays  given to businesses reviewed as well withdrawal of tax exemptions on some products and services.

However some analyst are warning that,  government must be cautious on how it goes about this, because it could affect its efforts to attract foreign  investments into the country.
