Government Spokesperson Felix Kwakye Ofosu has revealed that a total of GH₵38,294,693 in mobile money donations towards the National Cathedral project remains unreconciled.
This is according to an audit report commissioned by the government.
The audit, conducted by Deloitte and Touche, revealed that the failed or unsuccessful mobile money transfers could not be validated with any external party.
"These transactions could not be validated with any external party, casting doubt on the reliability of reported donation figures and the integrity of the donation management system."
"Furthermore, inconsistencies were identified in the 2021 records of donations received through the Short Code and Momo Pay ID platforms. The trial balance showed a variance of GHS 42,791 for Short Code receipts and GHS 72,944 for Momo Pay ID receipts when compared to the corresponding donation schedules," the report disclosed.
This discrepancy casts significant doubt on the reliability of the donation figures reported by the National Cathedral Secretariat and exposes critical flaws in the integrity of its donation management system.
The finding is the latest in a series of financial irregularities uncovered in the handling of funds for the controversial project.
According to the government, "The Oath of Secrecy document, required of Procurement Committee members, was neither signed nor dated, containing only the names of members — a clear deviation from standard corporate governance practices,"
"Equally troubling is the failure of management to produce supporting documents for several transactions, including Board Secretary expenses, office costs, and accommodation for a symposium hosted by the Biblical Museum of Africa (BMOA). Out of a total of GHS 349,847, an amount of GHS 292,681 remains unsupported."
