President Mahama on Thursday, July 31, 2025, swore in the last batch of deputy ministers of state, per Article 78(1) of the 1992 Constitution.
This follows their approval by Parliament after a thorough vetting process. The four deputy Ministers are all sitting Members of Parliament.
The swearing-in ceremony, held at the Jubilee House, marked the official start of their roles in critical government positions.

The newly sworn-in deputy Ministers are: Dorcas Affo-Toffey, MP for Jomoro, Deputy Minister for Transport, James Gyakye Quayson as Deputy Minister of Foreign Affairs, Mohammed Adam Sukparu as Deputy Minister for Communication, Digital Technology, and Innovations, and Dr Grace Ayensu-Danquah as Deputy Minister of Health.
Speaking at the ceremony, President Mahama urged newly appointed deputy ministers to approach their roles with humility and deliver real results for Ghanaians.
President Mahama warned against arrogance and complacency in leadership.

“Ghana does not need ministers who are inactable, arrogant, or aloof. Ghana needs leaders who will listen, who will act, and who will deliver for them,” he said.
He also reminded the deputy ministers to comply fully with public service regulations, especially regarding financial transparency and conduct.
“I therefore remind you once again to comply fully with the assets declaration regime. Adhere strictly to the government’s essential travel policy. And before you leave the presidency today, make sure you obtain a copy of the code of conduct for political appointees,” the President instructed.

“You must make that code your compass. It should be your second Bible or your second Quran. Read it diligently and let it guide your conscience and your conduct,” he added.
President Mahama reminded them that their appointments were not for show but a serious responsibility.
“As newly sworn-in deputy ministers, you are now part of a team that is restoring Ghana’s economic and institutional foundations. But more than that, you are now custodians of the Ghanaian people’s trust and their expectations,” he said.
