The High Court in Accra has revised the bail conditions of former National Petroleum Authority (NPA) CEO Dr Mustapha Hamid and nine others facing criminal charges over the alleged extortion of oil marketing companies.
The accused were initially granted bail on December 9, 2025, under conditions that required them to report periodically to the Registrar of the Court. However, the Office of the Special Prosecutor (OSP) successfully applied to have the conditions amended, arguing that reporting to the lead investigator would allow for more effective monitoring of the accused throughout the legal process.
Under the new ruling, the accused are now required to report to the lead investigator on the first and third Tuesdays of every month until their trial begins. The investigator is also tasked with submitting monthly reports to the court. Once the trial is underway, reporting will be reduced to the first Tuesday of each month to align with court hearings.
In addition, the court directed that a stop list be placed at all entry points in the country, preventing the accused from leaving the jurisdiction without prior authorisation.
The ruling is seen as a measure to ensure strict compliance with bail conditions while the case moves through the courts
