The Governing Council of the Ghana Communication Technology University (GCTU) has formally ended the engagement of Prof. Emmanuel Ohene Afoakwa as Vice-Chancellor, directing that he no longer holds any authority to act on behalf of the University with effect from 28th February 2026.
The decision was communicated in a strongly-worded directive signed by the Council Chairman, Ing. Divine Kpetigo, and addressed to the University Registrar, Mr Emmanuel Baidoo.
The letter, dated 26th February 2026, instructed that Prof. Afoakwa "shall not issue directives, sign documents, make representations, approve transactions, or undertake any official act on behalf of the University" from that date.
The Council further warned that any action taken by Prof. Afoakwa after the effective date "shall be deemed unauthorised and of no legal effect."
The move follows the expiry of the professor's secondment tenure, which the Council had earlier communicated in a letter dated 3rd February 2026. His voluntary retirement also took effect on the same date, 28th February 2026.
In a separate letter issued the same day, the Council appointed Prof. Ebenezer Malcalm, who had been serving as Acting Pro Vice-Chancellor, to step into the Vice-Chancellor role in an acting capacity.
The appointment took immediate effect and, according to the Council, "shall remain in force pending further directive."
Prof. Malcalm has been tasked with providing overall leadership of the university, exercising executive authority in academic, administrative, and financial matters, and safeguarding the institution's governance and reputation.
The Governing Council convened an emergency meeting on 3rd March 2026 to formally ratify both decisions, the cessation of Prof. Afoakwa's engagement and the appointment of Prof. Malcalm.
The decisions have since been affirmed by the Ghana Tertiary Education Commission (GTEC), lending them full regulatory backing.
Registrar Emmanuel Baidoo subsequently issued a circular to the entire GCTU community informing staff, management, and relevant stakeholders of the Council's decisions and directing full compliance.
Copies of both letters were forwarded to the Minister for Education, the Director-General of GTEC, Council Members, the Director of Finance, the Director of Internal Audit, and the Director of Human Resource and Organisational Development at GCTU.
Prof. Afoakwa, a food scientist of international repute, had been serving at GCTU on secondment.
