France has reaffirmed its position that the “present and future” of the Sahara lie within the framework of Moroccan sovereignty, while outlining new diplomatic, cultural and economic measures supporting that stance.

The position was announced in Rabat on Wednesday by French Minister for Europe and Foreign Affairs Jean-Noël Barrot during a joint press briefing with Moroccan Foreign Minister Nasser Bourita following bilateral talks.

Barrot said France’s position aligns with the message conveyed by French President Emmanuel Macron in a letter sent to Mohammed VI on July 30, 2024.

“The present and future of this territory lie within the framework of Moroccan sovereignty,” Barrot stated.

He reaffirmed France’s backing for Morocco’s autonomy proposal, describing it as “the only basis for a just, lasting and negotiated political solution.”

According to him, the position is consistent with United Nations Security Council Resolution 2797.

Barrot also welcomed what he described as a “positive momentum” and the resumption of direct discussions among stakeholders based on Morocco’s autonomy plan.

The French minister further outlined the steps France is taking to implement its position on the territory.

He said France had expanded its consular and cultural presence in the region, including the opening of a visa application centre, the establishment of an Alliance Française in Laayoune and the inauguration of a new school.

On the economic front, Barrot said French companies were increasing investments in the Sahara region with support from the French Development Agency and other operators.

The latest declaration reinforces France's growing diplomatic support for Morocco’s position on the disputed territory, which Rabat considers an integral part of the kingdom under Moroccan sovereignty.
