Parliament’s Public Accounts Committee (PAC) has directed the Ministry of Health to facilitate the appearance of a senior medical officer, Dr Mockshell Esinam Sunu, before the Committee over alleged salary payments totalling GH¢341,229 during a study leave she reportedly did not utilise.
Dr Sunu, who served at the Takoradi Hospital, is alleged to have received the payments between September 2023 and August 2025 despite not travelling to Germany for the approved academic programme.
The Committee wants her to explain why the payments continued and establish how the alleged irregularity occurred.
PAC Chairperson Abena Osei-Asare questioned the controls that allowed the payments to persist, raising concerns about the officials responsible for validating the doctor’s salary while she remained in Ghana.
“So many times if you look at this, somebody validated them and then the validator is sitting down there,” she said during the Committee’s proceedings on Thursday, October 8, 2026.
Ms Osei-Asare asked the Ministry of Health to work with the Ghana Medical Association (GMA) to ensure Dr Sunu appears before the Committee to account for the circumstances surrounding the payments. She also questioned why the doctor did not take steps to stop the salary payments or notify the relevant authorities after it became clear that she would not travel.
The Committee is expected to question Dr Sunu on the study leave arrangements, the continuation of her salary and the roles played by officials responsible for validating the payments as it seeks to establish accountability for the alleged financial irregularity.
