The Centre for Democratic Movement (CDM) has criticised the Ministry of Education, NaCCA, and the Ghana Education Service (GES) for failing to uphold Ghanaian values following the introduction of redefined gender identity content into Senior High School teaching materials.
According to CDM, the institutions involved ignored the input of parents, religious leaders, and traditional authorities while circulating the manual, which defines gender identity beyond the male-female binary.
“The Ministry of Education cannot disclaim responsibility for materials circulated under its authority. Silence amid public outrage amounts to acquiescence,” the group said.
The organisation further questioned the role of NaCCA, charged under Act 1023 with safeguarding curriculum integrity.
“Either it failed catastrophically in its mandate or is attempting administrative evasion; both are unacceptable,” CDM said, adding that GES bears responsibility for nationwide dissemination of the materials.
CDM also highlighted a signature discrepancy in the manual, noting that Hon. Haruna Iddrisu’s signature appeared on the foreword despite claims that the content was introduced in 2024.
“A ministerial signature signifies approval and ownership. One cannot sign a national education policy document and later feign ignorance,” the group said.
The group urged a parliamentary inquiry into how the materials were developed, approved, funded, and circulated.
CDM insisted that accountability within state institutions is critical to restoring public trust and ensuring Ghanaian values are respected in schools.
