The Minister for Energy and Green Transition, John Abdulai Jinapor, has received a comprehensive report compiled by a technical committee established in January 2025 to evaluate private sector participation in the power distribution sector.
The document, which aims to guide the government’s future policies and strategies, could signal a significant shift in the management of the country’s power distribution sector.
Officially handed over during a ceremony at the Ministry of Energy and Green Transition, the report provides detailed assessments and recommendations on facilitating private sector involvement.

It outlines three key options: Entity Concession, Multiple Lease, and Service Franchise, highlighting their potential benefits, including increased efficiency, improved customer service, and the mobilisation of private investment to modernise infrastructure and technology.
Speaking at the event, Jinapor expressed appreciation for the committee’s diligent work and reaffirmed the government’s commitment to fostering a conducive environment for private investment in the power sector.
He emphasised that addressing current inefficiencies and improving energy distribution remain top priorities to meet growing demand.
“All we want is a reliable, affordable, and dependable supply of electricity,” he stated.
The report stresses the need for regulatory frameworks that support private sector engagement while ensuring consumer protection and fair pricing mechanisms.
It also suggests that strategic partnerships between the government and private entities could introduce new technologies and innovative practices, potentially transforming the sector.
Mr Jinapor clarified that the government has no plans to sell the Electricity Company of Ghana (ECG) or the Northern Electricity Distribution Company Limited (NEDCo).
As discussions commence on implementing the recommendations, he reiterated the government’s commitment to transparency and fairness, with a strong emphasis on local content participation in shaping a sustainable and resilient energy sector that benefits all citizens.
