The Public Utilities Regulatory Commission (PURC) has urged Ghana Water Limited to adopt advanced metering technology to accurately track water consumption and reduce its high level of non-revenue water.

The PURC’s Executive Secretary, Dr Shafic Suleman, said modernising the company’s metering system would help it account for water supplied to consumers and improve revenue collection.

He was speaking on Joy FM’s Super Morning Show on Wednesday, September 2, during a discussion on the topic, “Is Ghana’s water quality and access under threat?”

Dr Suleman said Ghana Water must be more proactive in tackling water theft, replacing defective meters and extending metering to areas where consumption is currently not measured.

“The rest, which includes theft, are all institutional issues that require Ghana Water to be much more proactive in ensuring that they remeter most of the non-metered areas and also improve their metering systems into more advanced technology,” he said.

He explained that the proposed improvements would enable the company “to account for all water that the consumer uses”.

Ghana Water’s non-revenue water rate stood at 47.6 per cent as of June 2026, exceeding the 45 per cent benchmark allowed by the PURC under its Multi-Year Tariff Order.

Non-revenue water refers to treated water that does not generate income because of leakages, illegal connections, theft, defective meters and billing problems.

Dr Suleman said the PURC was also monitoring Ghana Water’s investments in major transmission pipelines and distribution networks to ensure that the company reduced physical leakages alongside commercial losses.
