The Graduate Students Association of Ghana (GRASAG) has called for the promulgation of a national policy on graduate research and education that would provide research direction for graduate students. The association explained that national policy on postgraduate education was a necessary 'first step to that graduate research took a position of prominence in the nation’s efforts to develop. It has also called for the restructuring of the Scholarship Secretariat into a commission with clear mandate and funding for the administration of all public scholarships and the annual revision of bursaries and thesis grant to reflect prevailing economic conditions. In a communiqué issued at the end of the association’s 17th annual congress, GRASAG said it was sad that there was no single policy on graduate education and graduate research in the country. “As a result graduate, research in Ghana has been uncoordinated and in disarray’” it said. The communiqué, signed by the National President of GRASAG, Mr Samuel Bert Boadi-Kusi, mentioned that the World Social Science report (2012) indicated that Africa was the continent that provided the least funding for graduate research. It said it was necessary to note that in some instances postgraduate students had done substandard work due to inadequate funding and added that graduate research was fund driven, while the current spate of limited funding had made it difficult to realise the full benefits of graduate research. The association noted that a country that invested and made maximum use of research became more productive; adding that proposed national policy would provide the framework for effective postgraduate research. GRASAG also urged the government to collaborate effectively with the private sector and non-governmental organisations to provide funding for graduate research and also to institute the laws that would provide tax rebates to corporate bodies which funded graduate studies and research. The association further appealed to the government to promptly pay book and research allowances meant for researchers and lecturers of institutions.
