Morocco's King Mohammed VI, accompanied by Crown Prince Moulay El Hassan, launched the construction of the Rabat-Salé-Kenitra region’s essential reserves platform on Wednesday in the commune of Ameur (Salé prefecture).
The initiative is a cornerstone of Morocco’s national model of resilience and rapid disaster response.
By Royal Directive, each region in the Kingdom will be equipped with a large platform containing essential reserves—including tents, blankets, beds, medicines, foodstuffs, and more—to ensure immediate response in the event of disasters such as floods, earthquakes, or chemical, industrial, and radiological hazards.
The Rabat-Salé-Kenitra platform will be built on a 20-hectare site over the next 12 months, with a projected budget of MAD 287.5 million.
It will feature four 5,000 m² warehouses, two 2,500 m² shelters for oversized equipment, a helipad, and parking areas.
This project is part of a broader national program unveiled to the King during the ceremony.
The plan includes the construction of 12 regional platforms across Morocco, with a total investment of approximately MAD 7 billion—MAD 2 billion allocated to infrastructure and MAD 5 billion to stockpiling products and equipment.
Spanning a combined area of 240 hectares, the platforms will house 36 warehouses, with the number and size tailored to each region’s population density and risk profile. Regions such as Casablanca-Settat, Rabat-Salé-Kenitra, Marrakech-Safi, Fez-Meknes, Tanger-Tetouan-Al Hoceima, and Souss-Massa will each host four warehouses (20,000 m² total).
The Eastern region, Beni Mellal-Khenifra, Draa-Tafilalet, Guelmim-Oued Noun, Laayoune-Sakia El Hamra, and Dakhla-Oued Ed Dahab will each have two warehouses (10,000 m² total).
The stockpiled equipment is designed for rapid deployment and includes:
- Shelter supplies: 200,000 multi-purpose tents with cots, mattresses, and blankets
- Food services: Mobile bakeries, field kitchens, and ready-to-distribute food kits
- Utilities support: Water purification units and towable generators for electricity
- Rescue equipment: Tools and machinery for flood control, earthquake response, landslide rescue, and handling hazardous materials
- Healthcare infrastructure: 6 mobile field hospitals (each with 50 beds) in the first phase, with 6 more to follow. These include emergency operating theatres and specialised medical modules, complemented by triage posts and first aid centres
Storage of food and medical supplies will be managed by specialised teams under strict quality and safety standards.
The platform network will strengthen Morocco’s national emergency infrastructure, enhance the speed and effectiveness of crisis response, and build long-term resilience.
It also aims to triple the reserve capacity demonstrated during the Al Haouz earthquake, and lay the foundation for a national ecosystem to manufacture emergency response equipment and materials.
Sites for these platforms have been selected based on rigorous safety criteria and informed by regional risk assessments and international best practices.
