Parliament has passed the Road Maintenance Trust Fund Bill, 2025, paving the way for the creation of a dedicated fund to support the sustainable financing of maintenance and rehabilitation works on roads, bridges, and related infrastructure across the country.
The legislation seeks to address persistent institutional and legal constraints that have plagued the existing Road Fund, impeding the timely execution of routine maintenance and periodic rehabilitation works essential to preserving Ghana’s road infrastructure.
According to government, these longstanding issues have significantly contributed to the accelerated deterioration of road networks, resulting in increased vehicle operating costs and worsening road safety conditions for commuters and transport operators alike.
Speaking on the floor of Parliament on Friday, July 25, Minister for Roads and Highways, Governs Kwame Agbodza, said the new law not only streamlines the financing framework for road maintenance but also introduces stringent penalties to curb the misappropriation of funds.
