Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), Dr. Tony Aubynn, has highlighted the transformative potential of the Petroleum Hub project, describing it as a game-changer for Ghana’s socio-economic development.
Speaking to the media after a meeting with the Western Regional House of Chiefs on March 24, 2025, Dr. Aubynn emphasized that the realization of PHDC’s objectives would revolutionize Ghana’s energy sector, significantly enhancing the upstream, midstream, and downstream segments of the petroleum industry.
“Ghana stands on the brink of a major breakthrough in its ambition to become a hub for refining and processing petrochemical products in West Africa,” he stated.
“This project, covering approximately 20,000 acres, will be a dedicated space for petroleum infrastructure, including refineries, petrochemical industries, and tank farms for petroleum storage.”
Dr. Aubynn underscored the hub’s immense potential to boost industrialization, create value-added petroleum products, and generate economic opportunities on an unprecedented scale. He noted that the project—set to be the first of its kind in Africa—will not only reshape Ghana’s energy landscape but also position the country as a strategic player in the continent’s oil and gas sector.
He revealed that over 700,000 direct and indirect jobs are expected to be created upon the project’s completion and operationalization, bringing immense economic benefits to the country.
Dr. Aubynn also commended President John Dramani Mahama for his unwavering commitment to ensuring the project’s success.
“The President is fully dedicated to making this a reality. While we acknowledge the challenges, we are resolute in our determination to see this project through. If completed, it will be a true game-changer for Ghana, and the President has assured us of his full support,” he stated.
The Western Regional House of Chiefs, led by its President, Nana Kobina Nketiah IV, expressed strong support for the initiative and confidence in Dr. Aubynn’s leadership. The chiefs acknowledged the economic benefits the hub would bring to the Jomoro Municipality and the Western Region at large.

The Petroleum Hub Development Corporation (PHDC) is envisioned as a world-class integrated petroleum complex designed to add value across Africa’s upstream and downstream oil and gas value chains.
Upon completion, the hub will span over 20,000 acres, hosting a network of onshore and offshore assets, including refineries, petrochemical plants, and storage facilities, set to redefine the continent’s petrochemical industry.
The project is expected to create 780,000 jobs throughout its development and operational phases, significantly boosting Ghana’s economy. By 2030, it is projected to generate an export tax revenue of $1.56 billion, contribute to an estimated 70% GDP growth, and drive large-scale industrialization across the country.
