Former Senior UN Governance Advisor, Prof. Baffour Agyemang-Duah has bemoaned the financial and administrative irregularities happening in the public service.

This is in relation to the findings contained in the Auditor-General's report for 2021.

The report revealed several breaches such as; unapproved procurement, ghost names, unaccredited programmes being run by universities and failure to collect fees due, among others.

Speaking in an interview on JoyNews’ PM Express on Wednesday, Prof. Agyemang-Duah indicated that these issues happen yearly because there are no systems in place to hold public officials accountable.

He stated that there is a complete breakdown of accountability in the system.

“The systems may be there, but they are not enforced therefore every year we come out with this report and then nothing happens. I am concerned like any other citizen of this country that our resources are being poorly managed and I think it is better we find a way to stop this as soon as possible,” he said.

In this regard, he indicated that the new resolve from Parliament “to focus on this to ensure that the processes for accountability are effected is pleasing.”

“I am happy that at least according to Mr. Murtala Mohammed, new efforts are being made to ensure that all the way to the Attorney-General, he is requesting as to why they are not taking the necessary steps to ensure people account for their stewardship.”

Prof Agyemang-Duah noted that the political and bureaucratic elites in the country “seem to believe that they are entitled to kind of a privileged-living in this country.”

This, he explained makes them shirk their responsibilities for effective supervision and holding their colleagues accountable.
