The Vice-President of the European Commission and Representative for Foreign Affairs and Security Policy reaffirmed the “immense value” the European Union (EU) places on its strategic partnership with Morocco.
Speaking at a press conference on Monday, Borrell presented the conclusions of the EU Foreign Affairs Council held in Luxembourg, stating, “The 27 wish to deepen the partnership between Morocco and the EU, which is a long-range, long-term, very dense and in-depth partnership.”
Borrell conveyed the EU’s commitment to consolidating and defending this partnership across all areas.
He promised that the partnership would see positive developments in the upcoming months.
“We have established friendly relations and multi-faceted cooperation with Morocco, and we wish to continue and strengthen it over the coming months,” he added.
The EU foreign affairs ministers acknowledged the rulings of the European Court of Justice regarding the EU-Morocco fisheries and agriculture agreements.

Borrell reiterated the joint statement made with European Commission President Ursula Von der Leyen, reaffirming the EU’s commitment to preserving and strengthening close relations with Morocco, adhering to the principle of “pacta sunt servanda.”
“Working closely with Morocco, the EU wishes to strengthen these relations and preserve this partnership in all areas,” he concluded.
This united support for Morocco follows Algeria’s recent actions, where it summoned the ambassadors of 12 countries that backed Morocco after the EU Court of Justice rulings.
Borrell’s statement serves as a strong response from the EU to Algeria’s provocations.
The statement by the EU High Representative reinforces the strategic nature of the joint statement issued by President Von der Leyen and Borrell on October 4.
Through these unanimous statements, the EU is sending a clear political message and responding with one voice to Algeria’s attempts to exert pressure and interfere in an internal issue related to the EU’s partnership with Morocco.
