The Finance Minister, Dr Mohammed Amin Adam has failed for the third time to present the first quarter of the 2025 budget before Parliament.
This is deepening conspiracy theories among National Democratic Congress (NDC) MPs about the outgoing government's intentions.

On Tuesday, the Minority alleged a grand scheme by the government to hamstring the incoming John Mahama administration by its failure to present the expenditure in advance of appropriation which will pay public sector salaries for the first quarter of next year and ensure government agencies keep operating.
Minority Chief Whip, Kwame Governs Agbodza, had accused the NPP of deliberately undermining a future John Mahama-led administration by delaying the mini-budget presentation.
He warned of constitutional consequences if the budget is not approved before the 8th Parliament's term ends, placing blame on President Akufo-Addo, Vice President Bawumia, and the Finance Minister.
Responding, NPP running mate Dr. Matthew Opoku Prempeh dismissed the claims, accusing the Minority of poor leadership and suggesting the delay is not unprecedented in parliamentary practice calling for a suspension of the session to resolve the impasse.
Asunafo South MP Eric Opoku also criticised the government for neglecting its duty following its electoral defeat, while Tema West MP Carlos Ahenkorah argued the budget would only move forward if the NDC cooperated on pending tax waivers.
