Former Minister of State at the Finance Ministry, Abena Osei Asare, has criticised the 2025 Budget, arguing that it discourages investment and weakens economic confidence.
Her remarks follow the budget presentation by Finance Minister Dr Cassiel Ato Forson on Tuesday, March 11.
According to her, instead of creating a favourable environment for economic recovery, the budget introduces measures that could deter investors and slow down growth.
Speaking on the implications of the budget, Ms Osei Asare expressed concerns about its potential impact on businesses and investor sentiment.
“Instead of boosting confidence, the budget introduces policies that could actually discourage investment and economic optimism,” she stated.
She pointed out that the fiscal measures outlined do not provide the certainty and incentives businesses need to expand and create jobs.
She further argued that the government’s approach to taxation and expenditure fails to address the structural challenges facing the economy.
Without a clear strategy to reduce inefficiencies and ensure prudent financial management, she warned that the budget could lead to capital flight and reduced private sector participation.
“Investors need stability and predictability, but this budget sends mixed signals that may push them away rather than attract them,” she added.
Ms Osei Asare called on the government to rethink its economic policies and prioritise measures that restore confidence in Ghana’s economy.
She urged policymakers to create an environment that encourages both local and foreign investment while ensuring fiscal discipline.
“Ghana needs a budget that reassures businesses and investors, not one that raises uncertainty and discourages economic activity,” she concluded.
