The Driver and Vehicle Licensing Authority (DVLA) recorded a surplus of GH¢25 million in the 2025 financial year, up from GH¢5 million in 2024, according to its Chief Executive Officer, Julius Neequaye Kotey.
Speaking at the Government Accountability Series at the Jubilee House on Monday, October 12, 2026, Mr Kotey attributed the Authority’s financial performance to interventions aimed at improving revenue mobilisation, addressing leakages and strengthening accountability in its operations.
He said management had reviewed existing financial commitments and introduced measures to ensure that revenue due the state was properly captured.
“In the 2025 fiscal year, DVLA contributed GH¢17.7 million into the Consolidated Fund and GH¢80.4 million into the Road Fund as statutorily required under the Road Fund Act, 1997 (Act 536),” he said.
According to the CEO, the contribution to the Road Fund was the highest in the Authority’s history, bringing its total contributions to the two funds to GH¢98.1 million.
Mr Kotey also disclosed that management had reviewed Service Level Agreements inherited by the Authority, which he said had carried annual commitments of US$51.8 million.
He said the agreements were renegotiated, with a new cost of GH¢2 million stated for the 2026–2028 period, and projected savings of approximately US$50 million annually. The exact basis of the revised SLA cost requires clarification, particularly whether the GH¢2 million represents an annual amount or the total for the three years.
The CEO said the Authority’s financial reforms were intended to ensure that more resources were retained for public purposes while maintaining the delivery of essential licensing and registration services.
He also highlighted improvements in dealer’s plate revenue and the detection of suspected improperly cleared vehicles as evidence of efforts to strengthen controls and reduce revenue losses.
