The Africa Centre for Entrepreneurship and Youth Empowerment (ACEYE) has launched a comprehensive report evaluating the performance of government institutions in Ghana.

Titled the Index of Government Institutions Performance Towards Economic Prosperity (IGIPTEP), the report assesses various institutions based on indicators such as service delivery quality, transparency, financial management, and public engagement.

According to the findings, the Ministry of the Interior ranked as the top-performing institution, scoring 80.8%. The Bank of Ghana followed closely with a score of 78.4%, while the Ministry of Local Government and Rural Development secured third place with 77.6%.

The report, presented by ACEYE Co-Founder Dr. Richmond Kwesi Ansah, included key recommendations such as mandatory asset declarations for public officials and annual audits to enhance accountability. It also highlighted the need for functional websites with regular updates, contact information, and feedback mechanisms to improve service delivery across institutions.

However, the report revealed that nine institutions failed to achieve the pass mark, with notable underperformers including:

  • Ghana Grid Company (GRIDCo): 41.2%
  • Ghana Armed Forces (GAF): 41.8%
  • Ghana Airport Company Limited (GACL): 44.2%
  • Ministry of Employment and Labour Relations: 45%
  • Ministry of Education: 48%
  • Ghana Water Company Limited (GWCL): 48.6%
  • Ministry of Youth and Sports: 49.4%
  • Ghana Immigration Service: 49.6%
  • Ministry of Defence: 49.6%

Dr. Fred McMahon, a Resident Fellow at the Fraser Institute, and Joyce Lee from the Atlas Network called on Ghana's government to focus on improving its performance on the IGIPTEP index. They emphasised that doing so would be essential for advancing institutional development and safeguarding the economic freedom of Ghanaians.

ACEYE Co-Founder and CEO Emmanuel Acquah expressed optimism about the report's potential impact.

"We hope this will spark meaningful conversations and debates backed by data," he said.
