Spokesperson for the Education Ministry, Kwasi Kwarteng has stated that discrepancies in the Electricity Company of Ghana's accounting structure may have led to the disconnection of power at Accra Academy.
He explained that payments made at the national level may not have been communicated to the local offices, causing the disconnection.
Speaking on the Super Morning Show he noted that bills are paid collectively, not on individual basis and any disconnections should affect all schools, rather than being selective.
“I mean, how could we have paid bills for all schools and then one school alone owes around GH₵480,000. Per the extension of that logic then it means we are paying for just about 11 or 12 schools if we want to use the GH₵480,000 at a flat rate, which is not possible,” he said on Wednesday, February 21, 2024.
Mr. Kwarteng stated that the ECG is yet to submit its consolidated bills for the fourth quarter of last year.
According to him, an amount of GH₵5 million in the third quarter of last year, but there were still outstanding arrears of GH₵5.6 million.
“As I indicated, it’s a government agency to government agency arrangement. At every point you would get these consolidated bills based on the inflows that is also coming from the ministry of finance and controller, we make some funds available to whatever institution that we owe.”
Mr. Kwarteng stated that the Ministry of Education is working closely with the ECG to obtain the final quarter bill.
He said that once this is done, the necessary financial reconciliations can be made and the payments can be processed.
“To be fair, it should be more than that because ECG has not submitted that of the fourth quarter. So to be fair, I would say that, we have used the amount that has not been brought to our attention.”
