The Ghana Navy and the University of Professional Studies, Accra (UPSA) have signed a Memorandum of Understanding (MoU) to strengthen collaboration in research, executive education, capacity building and digital innovation.

The agreement was signed at Faidoo Hall, Naval Headquarters, Burma Camp, on Tuesday, 1 September 2026. Ghana Navy posted on social media on Wednesday, September 2.

It provides a framework for the two institutions to undertake joint initiatives in policy development, consultancy and advanced training. The partnership is expected to enhance the Navy’s operational capabilities while contributing to Ghana’s broader development objectives.

Speaking at the ceremony, the Chief Staff Officer at Naval Headquarters, Commodore Ben Baba Abdul, stressed the importance of strategic partnerships in strengthening the country’s maritime capacity.

Commodore Abdul, who received the UPSA delegation on behalf of the Chief of the Naval Staff, Rear Admiral Godwin Livinus Bessing, said the collaboration would extend beyond the basic provisions of the agreement.

According to him, the partnership would create opportunities for the two institutions to identify areas of mutual interest, develop innovative solutions and jointly address complex challenges.

The Vice-Chancellor of UPSA, Professor Emmanuel Selase Asamoah, described the agreement as an important milestone in the university’s strategy of deepening engagement with external stakeholders.

He reaffirmed UPSA’s commitment to providing the institutional resources required to ensure the effective implementation and success of the partnership.
