Ghanaian motorists and commercial transport operators have received a significant festive bonus as major Oil Marketing Companies (OMCs) across the country announced a second wave of pump price reductions for December.

The price cuts, which took effect today, Friday, December 19, 2025, come at a time when travel demand is peaking for the Christmas season.

At the same time, the National Petroleum Authority (NPA) has paired this economic relief with a stern legal warning.

Any operator found hoarding fuel to create artificial scarcity or engaging in illegal dumping of substandard products during this high-demand window will face immediate prosecution and stiff jail terms.

Star Oil Leads the Price War

Market leader Star Oil has set a competitive pace, significantly undercutting international rivals to support consumers. The company has reduced its standard petrol price to GH¢11.35 per litre (down from GH¢11.97) and diesel to GH¢12.45 per litre.

In a move to capture the festive "travel rush", the company has even steeper discounts at select locations.

“Selected Star Oil outlets nationwide are offering further discounts, with petrol selling at GH¢10.97 per litre and diesel at GH¢11.79 per litre,” the company stated.

GOIL and TotalEnergies Join the Descent

State-owned giant GOIL also adjusted its boards this morning. Petrol is now retailing at GH¢11.99 per litre, with diesel at GH¢12.94. For high-performance vehicles, GOIL’s premium Super XP 95 has been priced at GH¢14.95 per litre.

International major TotalEnergies followed suit, bringing its petrol price down to GH¢12.50 per litre (from GH¢12.69) and diesel to GH¢12.99 per litre (from GH¢13.22).

Star Oil officials attributed the ability to slash prices to a "relative stability in the cedi and a decline in international petroleum product prices," which has lowered the landing cost for bulk distributors.

Focus on Jail Terms for Regulation Violators

While the price drops are welcome news for the public, the government is intensifying its enforcement of the National Petroleum Authority Act, 2005 (Act 694).

Industry insiders suggest that price drops often tempt some unscrupulous retailers to mix high-quality fuel with cheaper, "adulterated" variants to widen profit margins.

The NPA has warned that under Section 31 of Act 694, individuals or companies found guilty of fuel smuggling, adulteration, or the illegal sale of petroleum products face jail terms ranging from 5 to 10 years, in addition to massive financial penalties.

• Hoarding and Price Gouging: Under emergency regulations, hoarding fuel to bypass the current lower pricing window is a criminal offense.
• Adulteration: Marking or diluting fuel to deceive consumers is punishable by a minimum 2-year jail term for first-time offenders.
• The Warning: “The latest price reductions took effect today, Friday December 19, 2025,” and the NPA’s monitoring teams have been deployed to ensure these rates are reflected at the pump without compromise to quality.

Economic Impact on the Festive Season

Economists predict that the lower fuel costs will help moderate transport fares, which usually spike during the third week of December. By easing the overhead for commercial drivers, the government hopes to stimulate consumer spending in other sectors of the economy.

With inflation in Ghana having recently plummeted to 8.0% in October, the stability of the petroleum sector is seen as a vital anchor for the nation's 2026 "Reset" economic agenda.
