Abdellatif Hammouchi, Director General of National Security and Territorial Surveillance, is representing Morocco at the 13th International Meeting of High Representatives for Security Issues, held in Moscow from May 27 to 29.
The meeting, hosted by the Russian Security Council, brings together heads and senior officials from the security and intelligence services of more than 100 countries, mainly from the Global South, the East, and the Commonwealth of Independent States (CIS).
International organisations such as the Collective Security Treaty Organisation (CSTO), the Eurasian Economic Union (EAEU), and the Shanghai Cooperation Organisation (SCO) are also participating.
Launched in 2010, the forum has become a key platform for strategic coordination, fostering dialogue on collective responses to global security threats and developing shared approaches to maintaining international peace and stability.
This year’s event is chaired by Russian Security Council Secretary Sergei Shoigu, with remarks delivered by Foreign Minister Sergei Lavrov and an opening address by President Vladimir Putin.
Speaking via videoconference, President Putin called for a fair and balanced global security architecture, stressing that all nations must have strong guarantees for their own security without undermining others.
Putin also welcomed the participation of countries from the East and Global South, emphasising their commitment to sovereign development paths and equitable international relations.
The forum features plenary sessions and thematic conferences addressing major global security concerns, including terrorism, cybercrime, and transnational organised crime.
Discussions are centered on the rise of regional terrorist strongholds, increasing cyber threats to critical infrastructure, and the global dimensions of organised crime networks.
During the meeting, Hammouchi underscored the importance of building a shared, indivisible security architecture. He stressed that confronting strategic threats requires close cooperation between national security and intelligence agencies across regions.
“Effective and fair cooperation among nations is essential to any meaningful security framework,” Hammouchi stated.
“Our shared responsibility and commitment to vigilance demand the secure and timely exchange of information on all known or potential threats, based on a win-win approach that enhances collective security.”
On the sidelines of the forum, Hammouchi held bilateral meetings with counterparts from several friendly and partner countries, including Russia’s Federal Security Service (FSB).
These discussions focused on strengthening bilateral cooperation and addressing emerging security challenges.
Hammouchi’s participation highlights Morocco’s active role in global security efforts and the growing credibility of its security institutions among international partners.
His presence affirms Morocco’s commitment to international collaboration in maintaining global peace and stability.
