The Presidency has revealed an “impending reshuffle” of Chief Executives of State-Owned Enterprises.
In a notice to Ministers and political appointees, Secretary to the President, Callistus Mahama, said that the recent ministerial changes, dissolution of selected boards and the impending reshuffle of Chief Executives reflect President John Mahama’s determination to strengthen institutional leadership and enhance coordination.
The notice states that “the recent ministerial changes and the dissolution of selected boards, together with the impending reshuffle of Chief Executives, reflect the President’s determination to strengthen institutional leadership, enhance coordination and ensure that every appointee remains fully aligned with the Government’s policies and priorities.”
The President also expects all Ministers, Deputy Ministers, Chief Executives, Board members and other political appointees to “discharge their responsibilities with integrity, diligence, humility and respect for established administrative procedures.”
The notice further warns that “conduct that undermines governmental cohesion, institutional authority or the effective implementation of Government policy will not be tolerated.”
It reminds all appointees that “public office is a privilege and an opportunity to serve the Ghanaian people.”
The Presidency noted that “performance across all sectors will continue to be assessed,” adding that the President “will take any further action necessary to safeguard the integrity, effectiveness and responsiveness of his Administration.”
The notice concludes by urging all appointees to “cooperate and commit as we work together to deliver the Government’s mandate and improve the lives of the Ghanaian people.”
In March 2025, President Mahama warned SOE CEOs that underperformance and failure to align with his administration’s reset agenda could cost them their positions.
In 2026, he intensified the warning, directing CEOs to submit outstanding audited accounts and annual reports by SIGA’s deadline or risk dismissal, making the submissions part of their performance indicators.
The impending reshuffle of CEOs of State-Owned Enterprises also comes as the State Interests and Governance Authority (SIGA) has published its 2025 State Ownership Report, assessing the financial and operational performance of State-Owned Enterprises, Joint Venture Companies and Other State Entities.
